Municipal storm water discharge permits are required for Milwaukee, Madison, municipalities in the Great Lake Area of Concern, municipalities in DNR Priority Watersheds, and any significant pollutant contributors. Municipal permits focus on pollution prevention, eliminating illicit discharges to storm sewers, and monitoring to gauge effectiveness. Under EPA Phase II regulations, approximately 200 municipalities statewide will need a municipal storm water discharge permit in 2003.
