The WDNR has no regulations for parking lots. When
developers create their stormwater management plans they need to factor
in parking lots. There is nothing regarding water quality for parking
lots in the State Statutes.
NR 216.21(4)(g)
(g) Areas located on plant lands which are segregated from the industrial
activities of the plant, such as office buildings and accompanying parking
lots, if the drainage from the segregated areas is not mixed with contaminated
storm water drainage.
NR 216.47
NR 216.47 Storm water management plan requirements. Pollution caused by
storm water discharges from the site after construction is completed,
including, but not limited to, rooftops, parking lots, roadways and the
maintenance of grassed areas shall be addressed by a storm water management
plan. Inclusion in the plan of post construction management may not bind
either future owners of the property nor any municipalities to implement
the management practices. A storm water management plan is not required
for projects that do not alter runoff volumes or runoff quality from existing
conditions and that do not include new development or redevelopment.
Roads
The WDNR has no regulations for roads. DOT has numerous
regs. but they all refer to safety.
Comm 21.125(1)(c)
(c) Tracking. Sediment tracked by construction equipment from a site onto
a public or private paved road or sidewalk shall be minimized by providing
a non-tracking access roadway. The access roadway shall be installed as
approved on the plot plan, prior to framing above the first floor decking.
The sediment cleanup provisions of Comm 21.125(1)(d)are unaffected by
the presence or absence of an access roadway.
Comm 51.01(124) (124) "Street" means any
legally established public thoroughfare or all-weather hard surface area
30 feet or more in width whether designated or not by name or number such
as avenue, boulevard, circle, court, drive, lane, place, road or way.
Streets must extend at least 50% of the length of the side of the building
and must be accessible to fire fighting equipment.
Comm 57.02(3)(a)2. 2. For buildings more than 3
stories in height, the street or access roadway shall extend along at
least one entire side of the building which constitutes at least 25% of
the total building perimeter with the road edge closest to the building
at least 10 feet but not more than 50 feet from the building.
Comm 62.53(1)
(1) NUMBER OF ENTRANCES. Not more than one entrance shall be provided
for each access road but each such entrance may be divided into 2 roadways
and channelized to properly provide for vehicles turning right or left
from the highway.
NR 504.07(7)
(7) TOPSOIL. A minimum of 6 inches of topsoil shall be designed over the
cover layer to support the proposed vegetation. Fertilizer and lime shall
be added in accordance with section 630, Wisconsin department of transportation
standard specifications for road and bridge construction or other appropriate
specifications in order to establish a thick vegetative growth.
NR 504.07(8)
(8) REVEGETATION. The seed type and amount of fertilizer applied shall
be proposed depending on the type and quality of topsoil and compatibility
with both native vegetation and the final use. Unless otherwise approved
by the department in writing, seed mixtures and application rates shall
be in accordance with section 630, Wisconsin department of transportation
standard specifications for road and bridge construction. Application
rates for fertilizer and mulch shall also be specified.
Trans-RR 1.04 Qualifications for rustic road designation.
Trans-RR 1.04(1)
(1) A rustic road has outstanding natural features along its borders such
as rugged natural terrain, native wildlife and native vegetation, or includes
open areas with rustic or agricultural vistas which, singly or in combination,
set this road apart from other roads as being something unique and distinct.

108.18(2)(c) (c) An employer engaged in the
construction of roads, bridges, highways, sewers, water mains, utilities,
public buildings, factories, housing, or similar construction projects
shall pay contributions for each of the first 3 calendar years at the
average rate for construction industry employers as determined by the
department on each computation date, rounded up to the next highest rate.
This rate may in no case be more than the maximum rate specified in the
schedule in effect for the year of the computation under sub. (4).
