Since the Rock River Partnership is a collaboration, and not a legal entity with budget authority, the municipalities who signed the MOU joined together and formed the Rock River POTW Watershed Group under the 66.30 statute. This group oversees all contractual items that are necessary to accomplish the RRP tasks. This includes contracting with consultants to accomplish the modeling tasks, with USGS for the monitoring work and with the University of Wisconsin for the Stream Quality study. The above budget also includes other costs necessary to oversee the project and to find additional funding.
The bulk of the legal fees are utilized to develop appropriate contract language for trading and a structure that is both legal and workable. A portion of the legal fees fund separate consultation between the POTW's and their lawyers regarding trading.
The Rock River Partnership Memorandum of Understanding tasks are accomplished through the Rock River POTW Watershed Group.
The Rock River POTW Watershed Group is a group of municipalities in Eastern and Southern Central Wisconsin which own Publicly-owned Treatment Works (POTW's) which discharge effluent to the Rock River in Wisconsin. They have joined together under Wisconsin statute 66.30, to jointly develop information and projects that will assist in achieving their water quality objectives for the Rock River.
As such, the RRPOTW Group can enter into contracts, collect money and hire legal representation to carry out investigations and analysis as determined to be appropriate in the pursuit of the objectives of the group.
Through the RRPOTW Group contracts have been executed to accomplish Tasks 1 - 6 listed above.
